The Ideate Pre-Award Grants application provides a comprehensive electronic management system for the development, submission, review, and management of grants and contracts applications. It facilitates close collaboration of researchers, department administrators, associated research personnel, department heads, Pre-Award Grants staff, and central Research Office officials. Logic-driven application forms guide investigators through applicable requirements based on the attributes of their proposed research. The system automates task assignments and distribution of Pre-Award Grants communications. The application provides Office Management support including Application tracking. The application provides several tools for managing external submissions to sponsors (see Sponsor Submissions). The Pre-Award application is tightly integrated with Ideate’s Post-Award Grants application, as well as the Compliance applications, COI, Funding Opportunities, and Profile Management applications.

The ability to model rich, sponsor-specific and/or institutional application forms. Ideate's approach provides a mechanism for managing the whole lifecycle of an application, from concept to award with a detailed audit history.

Ideate provides robust and easy to use tools that allow for the rapid development of research budgets. Budgeting can be detailed or summary. They can be simple budgets with a single Principal Investigator or complex multi-PI projects with internal subcomponents and external subcontracts. Budgets account for Fringe Benefits, Facilities & Administrative Costs, and Inflation, as well as Cost Sharing with multiple Sources. The system provides a variety of helpful budget views providing different perspectives. Budgets can be developed collaboratively amongst participating researchers and/or centrally by administrators.

The system is capable of supporting electronic 'System-to-System' (S2S) submissions with validated data files. Alternatively, it also includes tools for mapping system data to interactive versions of sponsor forms or institutional templates and can even provide a sponsor portal emulator that allows rapid cut and paste where that is the only option. Note: sponsor application forms vary and are subject to regular change. Ideate provides a stable form for efficiently building validated applications and allows adaptation, but since sponsor forms and requirements are subject to change without notice clients need to anticipate regular effort in this area.
